Failed Negotiations Spark Fresh Riots at Makerere

A wave of fresh riots have swept across Makerere University yesterday night, after the University council and the guild president failed to agree on invalidating the controversial 100% tuition payment policy.
The guild president, H.E Bala David Bwiruka, had earlier on communicated to students about the meeting where he promised students to engage, diplomatically, the university council and make sure the policy gets scrapped off as many students due to persisitent strikes.
He also had stopped all the students from engaging in the Monday strike which actually took place though ended much earlier without a clear resolution.
Yesterday, at around 8:00pm, a good number of students had already learnt that their plea for scrapping off the policy had fallen to deaf ears, something that stirred their anger thereby starting to riot at night.
Police, which was already at the university, quickly surrounded the halls of residence for boys and arrested several others including the president of Makerere university private students association.
The university students claim that this policy does not put into consideration, the varying financial status of all the parents who have their children in Makerere. They say that considering the fact that it has existed for more than 80 years without the policy, then it can still survive without it now given the fact that even the institution is partly aided and wholly owned by the government.
The university, under this policy, requires students to pay 60% of the tuition at the beginning of the semester, and 100% clearance of tuition by the sixth week into the semester. 5 October, 2015, was the deadline for this ssemester's payment though; the university had given a grace period of one month which students refused.
Right now, police has beefed up security though students have also started mobilisation for the much anticipated demonstration.
The Guild President Bala David Bwiruka said last night
“Gallant Makerereans,
I promised to address you about the Guild's next course of action in relation to the outcome of the Council meeting held today.
Now that the outcome is not what we had hoped for; now that Council has resolved to uphold the requirement to pay 100% of tuition within 6 weeks DESPITE OUR VEHEMENT PROTESTATIONS, I am discussing with my team the way forward.
STAND FIRM, we as students have a right to education, and the guild will not sit back and watch as that right is being threatened by such unfair policies!
I will be addressing you later tonight about the Guild's next course of action.”
