Makerere University to Revise Sexual Harassment Policy

The Makerere University committee handling sexual harassment cases in Makerere University is proposing revisions to the policy to protect the different stakeholders, especially female students.

The Chairperson of committee, Dr. Sylivia Tamale form the School of Law says the inefficiency and weakness of the policy can not promote the fight against sexual harassment in Makerere.

One of the gaps cited is Clause 12 of the policy and regulations, which gives ways of reporting such cases but only caters for academic committees; including Faculties and Colleges.

Dr.  Silvia Tamale, coordinator of the Law, Gender & Sexuality Research Project, at Makerere University said there are arrangements to revise the policy and put regulations that will cater for everyone in the university.

"I am working with the members of the committee to see to it that a new policy is put in place, which will cater for everyone," she said.

The other area to be addressed is to have the policy cater for everyone in the university. “Unfortunately, students are not the only victims of sexual harassment. Even cleaners are harassed,” Dr. Tamale says.

During the MAK DIVA campaign debate held on September 21st 2018, Georgina   Namuyomba, a fourth year student from Law School stressed that the committee report only catered for academic committees and students; leaving out the non -academic staff.

The Tamale report was also criticized for having addressed the issue of boys harassed. "Boys are harassed too and yet the report puts more emphasis on girls," said Phionah Kokoi, the Vice President of the students’ guild.

On 2nd March 2018, the Vice Chancellor of Makerere University Prof. Barnabas Nawangwe appointed a five-member committee headed by Dr. Sylvia Tamale to investigate the causes of the increasing cases of sexual harassment, review the Policy and Regulations against Sexual Harassment and make recommendations for its improvement, and receive submissions on sexual harassment at Makerere University. The committee consists of Dr. Betty Ezati, Dr. Consolata Kabonesa, Dr. Christopher Mbazira and Dr. Aaron Mushengyezi and Gender Mainstreaming Directorate. Their report was released on June 25th 2018.
