The New Mulago and Neonatal hospital is under the Ministry and its a public facility for all Ugandans but can only be accessed on referrals, " he said adding that a committee will set guidelines on the eligibility criteria as well of patients who are unable to pay the facility charges.

A number of Ugandans took to social media recently debating on what will happen to the referred patients but not able to pay the fees.

But according to Ms Rabecca Nassunna, the Nurses' council registrar every patient under the waiver system will  undergo thorough investigations by the hospital officers to establish their eligibility

The ministry of health further maintains that patients to first utilise the health facilities in the areas where they will be referred through the various levels of health care system.

"All patients referred to MSWNH will be expected to have referral notes and Ugandan nationals are advised to carry along their national identity cards if they are to benefit from the facility," the Ministry maintains.
